Four Paws
My cat is about 3 years old and STILL sucks on her front paws and chews on all four pads of her feet..... why?
She has been doing this for as long as I have had her which is when she was four months old. She has been chewing on her feet for about a year now and occasionally makes herself bleed from her pads of her feet as well as scratches her nose. Very odd cause she is healthy otherwise.

It sounds, from your description that your cat may have been doing this even before you adopted her. She may have been weaned too early. but we don't have the history of her early kittenhood.
Cats, just like humans, develop neurotic habits, some of which can even develop into self-mutilating behavior. Sometimes it is obsessive-compulsive behavior. I would suggest a visit to the vet to discuss the possibility of medication that may help to alleviate her anxiety.
I had a cat that even at 17 years old continued to suck on my hand, and one presently that, when he becomes very anxious, will scratch his neck raw, and chews on his fur until he develops sores. He is on meds now, and the behavior has stopped completely.
